General Butler was pilloried by the post Civil War press for his carpetbagging ways. This bank is pure political satire. Very close resemblance to the unpopular general except for the frog like body. Inscriptions on the arms of greed and hungry masses attest to the fact the Stevens Co. Wanted to sway public opinion against the general turned presidential hopeful.
